
Minutes of regular City Commission Meeting held on June 15, 2010. The meeting was held at City Hall and began at 4:00 PM.

Motion by McLaughlin with second by Rea was made to accept the revised agenda. In a roll call vote, all voted aye. The motion carried.
Motion by Rea with second by Snavely was made to accept the minutes of the previous meeting. In a roll call vote, all voted aye. The motion carried.

Headley:
Commission president Lyn James swore in new City of Bowman patrolman Frank Eberle and welcomed him to our city.
Headley discussed the proposed Impoundment Lot. Bowman County and maybe Slope County are interested in using a part of the lot. The lot would be fenced and have a security camera.
Headley presented the proposed security changes for the front door way area and the hallway to the Judge's room.
Snavely inquired about the following areas regarding the impound lot: If a car in the lot sustains damages while impounded, is the city liable. Headley stated the fence and camera would be good preventive features. He also stated an in depth inventory is done of all vehicles and items impounded.
Snavely also inquired about insurance coverage and responsibility if it is a shared lot. Pond will check with the city's insurance carrier on these questions.
Sarsland:
Sarsland inquired about a van that was removed from the street and placed on the city/county lot last winter. Headley will visit with the owner and advise them the vehicle must be removed or storage fees will be charged.
Bids will be let by the state in July for milling down Hwy 12 through Bowman and then re-surfacing it. The project will be done in September or October. It is an 80/10/10 project. The city's estimated share would be $25,000. The city was unaware this project would be done in 2010. No budgeted funds were included in the 2010 city budget. Snavely will visit with Larry Gangl, Dickinson District supervisor, about the project and the city's cost.
James:
James requested, on behalf of the Chamber, 3 dumpsters for the Summer Fest on July 31st. Headley will block off the streets.
R Kraulik:
Kraulik has property on 2nd Ave SE with a house that needs to be torn down. The lot has been mowed and some of the trees have been trimmed. The house will be torn down, but not until fall. The city will provide free landfill use when the house is demolished.
Kraulik inquired about the sewer line into the Bowling Alley. He was advised Mason will have to be contacted as to where the line runs.
J Lindstrom - Chamber:
Lindstrom, on behalf of the Chamber informed the commission that the 2011 4th of July Fireworks display will not be done by professionals. With the rising costs, the decision was
made to have the Bowman Fire Department set off the fireworks display. Two possible locations to hold the display are the "Doggie Park" by the ball diamonds and the Fair Grounds. Lindstrom inquired if the city would allow the display in city limits. He was advised to first visit with the neighbors in the area proposed to hold the display. The board will make a decision when the survey results are provided.
Dakota Western Bank requested permission to close off 2nd Ave SW off of Divide to 1st St SW during their 100th Anniversary celebration the evening of June 24th. The board had no problem with the request. Headley will visit with Doreen Lorge at the bank about the closing.
Pond reminded the board of the Special Organizational Meeting scheduled for June 22nd. All new and reelected individuals will be sworn in.
Pursuant to N.D.C.C. #4689.14, Bonding of the City Auditor, Snavely moved a Resolution establishing a bonding limit of $700,000 on the City Auditor. In a roll call vote, all voted aye. The motion carried.
The review of the first quarter 2010 revenue and expenses will be done when there is a full board present.
Bowman Fire Dept: C Welch & D Mosbrucker:
The Bowman Fire Department is interested in purchasing the former street and water shops and lots. If purchased, the department would use the current structures now with plans for changes in the future. Figures will be put together regarding a price and the department will meet with the city again.
Motion by McLaughlin with second by Snavely was made for the city to subscribe to the Bismarck Tribune. In a roll call vote, all voted aye. The motion carried.
The Theodore Roosevelt Honors Program through Dickinson State University is once again soliciting projects in the community. This Positive Payback SW volunteer event is comprised of volunteers who will come into a community and do a project that benefits the community. Pond will contact the museum and Rec Center regarding projects they might like done. Deadline to respond is July 16th.
Cashway Building Center made application for two water and sewer hookups for 2 new homes they are building on 3rd Ave NW. Motion by Rea with second by Snavely was made to accept the applications. In a roll call vote, all voted aye. The motion carried.
Motion by Rea with second by McLaughlin was made to amend Fund 1130 expenses by $2000. In a roll call vote, all voted aye. The motion carried.
A letter from a firm in Florida that builds houses was presented. No further action will be done.
The annual contract with the ND Department of Health for water testing was renewed. The permit runs from July 1, 2010 to June 30, 2011.
The board was reminded of the Park & Rec Meeting on June 21, 2010 at City Hall. The meeting is being held to obtain community input on future projects.
M Anderson, S Wobaum and G Peters, residents who live on 11th Ave West, voiced concerns about the condition of the street and the amount of heavy traffic on the street. They stated there are all forms of transportation used from vehicles to semi trucks to bikers and walkers. Traffic is quite rapid at times and the safety of children on the street is a major concern. Heaviest usage is early morning, late afternoon and evening. The group is concerned the company installing the pipeline this summer will use this route to get to their project.
Discussion was held on closing 11th to truck traffic except delivery type trucks. Law enforcement will step up patrolling the street and will do a study of the traffic pattern. Children at Play signs will be installed and tickets will be written. Board members are to bring
ideas to the next meeting on solutions to the problem.
Closing 3rd Ave East to truck traffic was also discussed. More research and discussion will be done before any decision is made.
McLaughlin:
McLaughlin has sprayed the boulevards and the Rotary Park for weeds. He will be spraying around the police building and the rock area on the west side of their building.
Emergency Management will be hosting a refresher course on Storm Warnings on July 1st. State Weather personnel will be attending the meeting.
James:
A citizen was very upset that the local sirens were not sounded on June 7th when the tornado was sited south west of Bowman. Emergency Management did not sound the sirens as the tornado was not tracking toward Bowman. It was headed in a south easterly direction.
James was advised State Weather didn't believe the County Emergency personnel when told there was a tornado. A meteorologist at the airport finally called them and stated there definitely was a tornado and they should get the announcement on the TV stations that service this area.
Snavely:
Snavely received notice there had been storm water runoff in an alley between 1st Ave SW and 2nd Ave SW on the south side of 3rd St SW. He and Sondeland will look into options for repair and bring the ideas to the next meeting.
Pond presented information on trucks hauling Hazardous Material in cities. The State of North Dakota has adopted the Federal Law. Therefore, there isn't a need for a city ordinance.
Sarsland, Snavely and James recently attended a hearing in Watford City regarding future highway projects. Senator Conrad and Representative Pomeroy attended the meeting and stated Hwy 85, with its huge increase in usage due to oil activity, is designated as a high priority project in Federal Funding of Highways.
Bob Wiffler is to be commended on the good job he has done to stop the blowing of dirt on his property on the west side of 11th Ave West. He has planted grass to stabilize the soil.
